New transitional periods for cosmetics in Ukraine

The Government of Ukraine has adopted new transitional provisions for cosmetic products, setting the dates of placing on the market and sale, depending on the composition of the products. Resolution No. 737 introduces significant changes, but does not change the key date of 3 August 2026 for the notification obligations for cosmetic products.
On June 4, 2026, the Council of Ministers of Ukraine adopted Resolution No. 737, amending the technical regulations for cosmetic products in force from 2021. The new regulations provide for a more detailed approach to transitional periods, making the dates of use dependent on the type of products and their composition. The regulations will enter into force 6 months after the date of publication (i.e. 10 December 2026), but they already require preparation by companies.


Deadlines for application


Despite the introduction of new transitional periods, the date of 3 August 2026. remains unchanged – this is the cut-off date for:
• the obligation to notify cosmetic products,
• liability of economic operators.

What about undeclared cosmetics?


• The sale of products placed on the market before 3 August 2026 will be allowed – until their expiry date, but no later than 3 August 2030.
• It will be prohibited to introduce new batches of undeclared products after this date

  1. Cosmetics containing prohibited substances (Annexes 2, 5 and 6)
    • They will only be allowed to be placed on the market until 3 August 2026.
    • No transitional period for further marketing after this date.
    • The sale of inventory will be possible until August 3, 2030, provided that it is placed on the market earlier (before August 3, 2026)
  2. Cosmetics with selected substances listed in Annex 3 (paragraph 376)
    • Placing on the market: by 3 August 2027
    • Sale: until August 3, 2030
  3. Cosmetics with other substances listed in Annex 3 (selected items)
    • Placing on the market: by 3 August 2028
    • Sale: until August 3, 2030

Actions required of businesses


Entities operating on the Ukrainian market should:
• urgently verify the notification status of their products before 3 August 2026,
• analyze the composition of products for the presence of substances covered by the new regulations,
• prepare a strategy for recalling, selling inventory, or reformulating products,
• marketing documentation and processes to be adapted to the new deadlines.

Importance for the industry


The new regulations introduce greater transparency, but at the same time significantly differentiate obligations depending on the composition of products. For companies, this means the need to manage their product portfolio in more detail and plan activities over the long term. The cosmetics industry has to take into account restrictions for certain substances and a short time to adapt to the notification requirements. However, proper preparation will avoid supply disruptions and regulatory risks on the Ukrainian market.
