The European Commission has proposed to delay the regulation on counteracting deforestation for the second year in a row. The deadline was already postponed from 2024 to December 2025. The Commission is also considering the possibility of “simplifying” regulations in the future. 

In 2023, the European Union Regulation 2023/1115 on deforestation-free products (EUDR) was introduced to prevent goods that contribute to global deforestation from being made available on the EU market and exported from the Union. The regulation imposes the obligation to prove that palm oil or other raw materials listed in the legal act were not produced in deforested areas, and therefore can be sold and used in EU countries.  

Proving the origin of the product and completing the appropriate documentation throughout the supply chain proved difficult, so the decision was made to postpone the 2024 regulations until the end of 2025. 

In September this year, the European Commission, following the conclusion of trade negotiations with Indonesia, which is a major player in the palm oil market, reported operational difficulties in obtaining adequate information in the supply chain, as well as increasing bureaucracy. The European Union Commissioner for the Environment – Jessica Rosswall announced in a letter that she intends to delay the entry into force of the regulations by a year, i.e. until the end of 2026, which was received with great enthusiasm. In addition, with regard to the letter, it was proposed to leave “the door open for the subsequent simplification of the regulations”.  

What does that mean? 

It is worth watching the decisions on the postponement of the EUDR. If the deadline is postponed for another year, you can hold off on collecting data throughout the supply chain and then wait for information on potential simplifications. This will reduce the amount of bureaucracy in the company and minimize the potential costs incurred.
