Notification of Intention
Under Article 10(1) of Commission Delegated Regulation (EU) 2024/369, any economic operator intending to request the inclusion, review, or removal of a substance or composition on the European Positive List must first submit a Notification of Intention (NoI) via IUCLID.
This is a mandatory step that must be completed at least 12 months before submitting the full application.
The Notification of Intention serves to:
- Increase transparency for stakeholders and the public,
- Enable ECHA to prepare for upcoming submissions,
- Avoid duplication by identifying overlapping intentions early.
Submissions without a valid NoI will not be accepted.
DWD Application
Under Article 11(5) of the Drinking Water Directive (DWD), any economic operator intending to add new entries, remove old entries, or update existing entries on the European Positive List must submit a full DWD Application. This submission is more extensive than a Notification of Intention (NoI) and provides comprehensive scientific and technical data.
The scientific contents of the DWD Application must cover identification, technical use, physico-chemical properties, migration and toxicological data, and risk acceptance.
The dossier submitted as part of the DWD Application is reviewed by the Risk Assessment Committee (RAC) to ensure compliance with safety and regulatory requirements.
