On March 30, 2026, the European Commission published the long-awaited guidelines on the Packaging and Packaging Waste Regulation (PPWR). The document aims to facilitate the uniform application of the new regulations across the European Union and support businesses in preparing for the changes, which will come into effect on August 12, 2026.
The guidelines clarify key concepts and obligations arising from the PPWR, including:
- specifying when a product is considered packaging,
- specifying which entities are considered “producers,” “manufacturers,” or “importers,”
- explaining how to interpret the requirements for recyclability and reuse,
- restricting PFAS in food-contact packaging—the ban will take effect without a transitional period.
The Commission emphasizes that the guidelines are interpretative in nature and do not change the content of the regulation itself, but will be crucial for the practical application of the provisions by supervisory authorities and businesses.
A comprehensive FAQ document was also published simultaneously, answering the most frequently asked questions from the market and explaining specific cases related to packaging design, EPR (extended producer responsibility) obligations, and deposit-refund systems.

The Commission also announced regular updates of the documents to address further questions arising during preparations for the implementation of the PPWR.
