The technical regulation on the safety of chemical products was approved by the Cabinet of Ministers of Ukraine and entered into force on 3 August 2024. This regulation sets out clear requirements for the preparation of safety data sheets (SDS) for chemicals and products manufactured, imported or distributed in Ukraine.

Each SDS shall contain 16 standard parts, which shall include critical information such as identification of the substance or mixture, hazard description, composition, first aid measures, fire protection measures, disposal guidelines, transport requirements and details of physicochemical properties and toxicity.

This structure provides a detailed and standardized approach to documenting the potential impacts of each product on human health and the environment.

In Ukraine, the SDS must be available in Ukrainian, ensuring accessibility for a wide user base, including chemical handlers and end consumers.

The SDS should be made available to all actors in the supply chain and kept at the manufacturer’s or importer’s place for easy access to it upon request.

The SDS documents must be updated regularly in case of changes in the composition of the substance, new scientific findings or revised regulatory requirements. Companies are required to ensure that the SDS complies with the latest scientific data on hazardous properties.

Manufacturers, importers and distributors are responsible for the correctness and timeliness of the information in the SDS. Ukrainian authorities may also carry out inspections to monitor companies’ compliance with these standards.

Overall, the new SDS requirements in Ukraine strengthen public safety, environmental protection, and international trade compatibility, underscoring the country’s commitment to the responsible management of chemicals.
